David is a Partner and leads our Government and Public sector team in Northern Ireland, as well our International Development team in the UK.

He has an MPhil and a PhD in economics from Oxford and Warwick Universities, and has published widely on economics and policy issues in the UK and beyond.  David’s main focus is currently on UK public sector clients including the Foreign, Commonwealth and Development Office (FCDO) and the Department for International Trade (DIT).

This includes digital transformation projects as well as delivering programmes aimed at facilitating trade and investment between the UK and other major trading nations including India and China.

He is also responsible for PwC’s work with FCDO on the Girls’ Education Challenge, the world’s largest challenge fund focused on promoting better education and skills outcomes in developing countries.

David has also supported DIT on a range of initiatives, including the post-Covid recovery strategies for exports and investment.

Outside work, David says his world is made up of his family, music and sport. He played bass in bands for years, and also rattles regularly at guitar, piano and uilleann pipes (the traditional Irish bagpipes).
