In 2007, as the imbalance between the demand and supply of housing fuelled price rises, the Government launched a new delivery model - Local Housing Companies (LHCs) – with the objective of improving the accessibility and affordability of housing.

This publication contends that so far, it has proved difficult to move the LHC model from concept to delivery, in part due to the profound changes in macroeconomic conditions since the LHC model was launched. However, the model is still evolving and we suggest what mechanisms could be created to better align the objectives and incentives of LHCs and how they could unlock their potential.
