Following the recent publication of the Government's white paper, 'Strong and Prosperous Communities', PricewaterhouseCoopers have produced a commentary report 'Delivery on the Double'. Our analysis aims to take the local government debate further, towards the practical – and often difficult – delivery issues that will need to be tackled to make the policies outlined in the white paper work.
This white paper is perhaps the first tangible sign of a new devolutionary agenda – one which has the potential to transform the relationship between central and local government, to genuinely join up services on the ground, and to put real power in the hands of neighbourhoods, communities and citizens.
It is precisely because these issues of devolution are so important that this first step must be planned, managed and delivered effectively. Delivery on the Double argues that a devolution and reform strategy is needed – one which binds local and central action, is focused on realising the intended benefits, and which manages risk effectively.
We have therefore focused on what we believe the white paper will actually mean in practice, for the key local government people tasked with local delivery – and for the civil servants who wish to see government policy come to life.
