Regulation of the house building industry is increasing, as the Government tries to balance the need for more (and more affordable) housing with the preservation of the environment. But some of the regulations, particularly those arising from the tax regime, conflict with these laudable aims. This paper was produced by PwC's Construction and engineering sector specialists for the Housing Market Intelligence report 2005.
