BSkyB - Analysis of European pay-TV markets for regulatory submission

 

PwC were engaged by British Sky Broadcasting Limited to conduct a study of the outcomes for consumers in relation to pay TV services as an input to Ofcom's consultation on its pay TV market investigation. In terms of consumer outcomes, the focus was to be on prices, consumer choice, and innovation. The objective of the project was to establish a resource that could be used to assess and compare the outcomes for consumers across 15 European countries. Our work included the following stages. We:

  • worked closely with local PwC consultants with expertise in the entertainment and media sector in each country
  • developed a database template for data collection and a pro forma report in conjunction with BSkyB
  • developed a content questionnaire to understand which content in each country is considered important and the channels that carry this important content
  • conducted a pilot study covering Spain and Belgium and compiled a draft Spanish country report
  • rolled out the data collection process for the remaining countries following the pilot study
  • analysed the data in each of the countries
  • compiled a comparator report for 15 countries based on analysis of selected data
  • prepared an annex of supplementary data for a subset of 10 countries

 

Our comparator report was submitted to Ofcom as Annex 1 of British Sky Broadcasting Limited's response to Ofcom's Pay TV market investigation consultation and published on Ofcom's website.
