Making the most of Housing Revenue Account reform

Earlier this year the government announced radical changes to the way rental incomes from social housing are collected. These changes will give councils control of over £300 billion of rental income and make them responsible for deciding how they use it to meet their local housing needs.

Our Talking Points publication, launched in conjunction with The Smith Institute, looks beyond the technical details in the Bill and associated guidance and looks at the medium to long term investment prospects. How much investment will HRA reform unlock? And how should councils best prepare themselves?

In this short video, Richard Parker, Head of Housing, discusses the impact of HRA reform; the opportunities presented by self-financing and the challenges that lie ahead.

On Tuesday 21 June, we launched our Talking Points publication at the Chartered Institute of Housing conference. We captured a range of reactions from the sector in these short soundbites.
