The onset of a deep recession and the explosion of public debt have created a fiscal imperative to find a new approach to public service reform. Capable Communities looks at the role citizens and communities can play in directly producing services. This paper sets out the case for community empowerment, examines how this important agenda can move from the margins to the mainstream of the policy agenda, and reports on a poll of public attitudes towards greater citizen involvement in and responsibility for delivering services.
