How do you start a new nuclear build programme?

All North African and Middle Eastern countries (with the exception of Iraq) have either expressed an interest in, or are actively pursuing, a new nuclear build programme.

This is driven by the requirements for energy security, growing populations with increasing energy demands and the need for water desalination and air conditioning.

Minimising the risks are crucial.

Even prior to launching a programme it is essential that the commercial model is thought through. The high costs and long time scales involved represent significant risks to those financing such schemes. In many cases legislative reform will be needed in markets to ensure that the project delivers low carbon energy or security of supply.

Starting a new nuclear build programme from scratch presents unique challenges involving a complex mix of stakeholders and the need to not only meets the requirements of, but inspires confidence from both internal and external bodies such as government decision makers and the international nuclear community (IAEA)
