This report brings together feedback from over 150 stakeholders to recommend ways to improve the UK environment for innovation and estimates how much earlier medicines could be available to patients if these recommendations were followed.

It sets out a flexible reimbursement framework that seeks to balance affordability and budget predictability with risk-sharing around outcomes.

The findings are part of a wide-ranging evidence base that will inform the work of the Accelerated Access Review.
