GH&I Leader comments on fiscal devolution plans

Rachel Taylor, Government and Health Industries Leader at PwC, said:

“The £285 million for local leaders through the 'good growth fund', alongside the new £1.5 billion financing facility for Mayoral Strategic Authorities, will help bring together public and private investment. But, devolution is not an end in itself: it must deliver household prosperity and better outcomes for local people and businesses. Challenges around jobs, services, housing, health and crime vary widely and rarely follow neat regional lines. Local leaders need the capability, collaboration and insight to target scarce resources where they can deliver stronger growth, better infrastructure and more effective public services.

“Giving mayors a share of income tax revenues for the first time, alongside greater local retention of business rates, marks a significant shift in how places are funded in England. Reducing reliance on central government grants should strengthen the link between local economic growth and the revenues available to local leaders.”
