Deliver an event to unlock investment in Scotland’s offshore wind sector

The outcome

A coordinated programme that successfully engaged investors and stakeholders

Unlocking investment into Scotland’s offshore wind industry is essential. We worked with Scottish Enterprise to bring together a hand-picked, high-profile guest list of around 100 senior leaders and investors, and produce an event designed to encourage everyone to take a step forward from the status quo.

Setting the scene

Offshore wind provides Scotland with an unrivalled opportunity to deliver the secure, clean power the UK needs. In fact, Scottish First Minister John Swinney said his government believed the potential capital value of the Scottish offshore wind market could be around ÂŁ100bn. 

Developing this industry could enable Scotland to become a global leader in the floating offshore wind market, unlocking economic development, green jobs, and industrial export opportunities. However, accessing private sector finance at scale is critical to help bridge the gap between public and private capital, ensuring energy transition projects are bankable, scalable, and investable for decades to come.

Our work

We were appointed by Scottish Enterprise in late October 2024 to be the Programme Development Partner for the inaugural Edinburgh-based Global Offshore Wind Investment Forum on 17 March 2025. 

The objective was to deliver a targeted, high-impact event to unlock investment in the floating offshore wind supply chain. Our local knowledge of Scotland, deep energy sector expertise across public and private sectors, and the global reach of the PwC network were key factors in our appointment. 

Our team worked rapidly with Scottish Enterprise, Scottish Government and the Scottish National Investment Bank to develop a joined-up programme of content that would resonate with investors and encourage everyone to take a step forward from the status quo. Our team was primarily led by our Deals line of service, with additional input from procurement and supply chain specialists from our advisory unit, as well as Operate colleagues. 

We had been building a positive relationship with Scottish Enterprise prior to the forum, including having been commissioned by the organisation earlier in the year to produce an offshore wind supply chain investor analysis. This work assessed planned projects in Scotland, considering the investment needs and challenges and highlighted potential sources of funding. 
 
We played a leading role in curating and securing a high-profile guest list of around 100 senior leaders and investors, ranging from private equity, infrastructure funds, sovereign wealth funds, institutional finance and developers. This project also included engaging with the global PwC network to identify and reach target guests.

Our impact

The event reinforced a strong sense of ambition and forward momentum, coupled with a can-do attitude demonstrated by Scottish Government and the broader 'Team Scotland' support agencies.

The desire to make a tangible, lasting difference for current and future generations by attracting inward investment to drive Scottish industry, create jobs and support the UK’s energy transition was clear, and we were delighted to play a role in support of this.

The Global Offshore Wind Investment Forum was an excellent platform to bring international investors to Scotland and demonstrate the ambition, and willingness of Scotland, in partnership with UK Government, to work with the private sector to deliver the significant scale of Offshore Wind and secure new manufacturing supply chain opportunities for Scotland.
