On Monday 15 January 2018, the High Court appointed the Official Receiver as liquidator of Carillion Plc, Carillion Services Limited, Carillion Integrated Services Limited, Carillion Construction Limited, Planned Maintenance Engineering Limited and Carillion Services 2006 Limited on the petition of the Companies’ directors and simultaneously the Court also appointed Michael John Andrew Jervis, David James Kelly, David Christian Chubb, Peter Dickens, David Matthew Hammond and Russell Downs of PwC, as special managers to support him. The Special Managers were appointed by the High Court to help manage the affairs, business and property of these companies, in accordance with the powers and duties contained in the order appointing them.
Subsquently, the High Court appointed the Official Receiver as liquidator of further Carillion entities and simultaneously appointed Special Managers to support him as set out in the table below.

On Friday 19 January 2018, Michael John Andrew Jervis, David James Kelly, David Christian Chubb and Russell Downs were appointed as provisional liquidators by the Court of Session to manage the affairs, business and property of Carillion (AMBS) Limited, with the powers set out in Schedule 4 to the Insolvency Act 1986.
The Special Managers were appointed by the High Court to help manage the affairs, business and property of Carillion Plc and twenty six group companies, in accordance with the powers and duties contained in the order appointing them. The Special Managers act as agents of the Carillion Companies, without personal liability. The Special Managers are Data Controllers of personal data as defined by the Data Protection Act 1998. Personal data will be kept secure and processed only for matters relating to the appointment.
Michael John Andrew Jervis, David James Kelly, David Christian Chubb and Russell Downs have been appointed as provisional liquidators by the Court of Session to manage the affairs, business and property of Carillion (AMBS) Limited, with the powers set out in Schedule 4 to the Insolvency Act 1986. All are licensed in the United Kingdom to act as Insolvency Practitioners by the Institute of Chartered Accountants in England and Wales. The Provisional Liquidators are bound by the Insolvency Code of Ethics which can be found at: https://www.gov.uk/government/publications/insolvency-practitioner-code-of-ethics. The Provisional Liquidators are Data Controllers of personal data as defined by the Data Protection Act 1998. Personal data will be kept secure and processed only for matters relating to the appointment.
The Official Receiver acts as an Officer of the Court in insolvency matters and is also an employee of the Insolvency Service, an executive agency of the Department for Business, Energy & Industrial Strategy. The agency is responsible for overseeing the insolvency process, investigating the cause of company failure and making redundancy and other related payments to employees when their employer is unable to do so.
The Official Receiver’s priority is to ensure the continuity of public services while securing the best outcome for creditors. Unless told otherwise, all employees, agents and subcontractors are being asked to continue to work as normal and they will be paid for the work they do during the liquidations.

UK Finance support for business and personal banking customers
On Thursday 25 January 2018, Carillion Construction Inc., Carillion Canada Inc., Carillion Canada Holdings Inc., and Carillion Canada Finance Corp. (collectively the “ Applicants”) have been granted an order from the Ontario Superior Court of Justice under the Companies' Creditors Arrangement Act (the "CCAA"). This CCAA filing is to allow the Applicants the opportunity to restructure their financial affairs and is not a bankruptcy or liquidation filing. Jersey - On the 26th of January 2018, Carillion Finance (Jersey) Limited entered a just and equitable winding up process(Jersey Liquidation) under Jersey Law. Nick Vermeulen and Chris Van Den Berg of PwC Channel Islands LLP were appointed joint liquidators of the Company.
Guernsey - On the 20th of March 2018, Carillion Insurance Company Limited entered a compulsory winding up process pursuant to section 406(e) or (i) of The Companies (Guernsey) Law 2008. Nick Vermeulen and Chris Van Den Berg of PwC Channel Islands LLP were appointed as joint liquidators of the Company.
